Background
Global economy slows down in 2015, and possibly will recover slowly in 2016. IMF expects that the world economy will grow by 3.9% year-on-year from 2015 to 2020, slightly higher than the average level in previous five years. In 2016, the world will face risks of the Fed raising interest rates, which leads to intensified commodity price war. Emerging economies differentiation becomes severe and economic growth gets into trouble. China's economy will stay in transition period, and the slowdown growth situation will not be changed.
International oil prices have fallen sharply since the second half of 2014 and hit the lowest record in last six years. Oil prices became more volatile. And world oil market turns from tight supply to excess supply. International oil price presents new feature of keeping low price in medium and long term. Overall, global oil demand growth slows down with annual average increase of 1.7 million barrels/day (2000-2010), 0.8 million barrels/day (2010-2015) and 1.1 million barrels/day (2015-2020).
After the opening of crude oil usage and import rights, China's teapot refineries will be permitted to export refined oil products for the first time in 2016. Sinochem Quanzhou refinery plant got refined oil export quotas, which is the first among tea pot refineries. China begins to permit independent refineries to export refined oil, which means that China accelerated its opening-up in the refined oil market and this is also a big step forward after announcement of releasing the control over refined oil prices in October 2015.
